ClubLink Update – September 18

September 18, 2025

As you may have already seen, today the Supreme Court of Canada (SCC) dismissed the City of Ottawa’s application for leave to appeal in the matter of the ClubLink plan to violate the 40% Agreement and develop the Kanata Lakes Golf Club lands.

This news is very disappointing, to say the least.

I will provide further details in my community newsletter tomorrow, but I wanted to share with you a few things ahead of time. Please see below the joint statement Mayor Sutcliffe and I released today. Also see below the memo our City Solicitor, Stuart Huxley, put out today. Finally, see below the e-newsletter sent out today from Barbara Ramsay, President of the Kanata Greenspace Protection Coalition (KGPC).

The Mayor and I issued the following joint statement:

Councillor Cathy Curry and I are deeply disappointed by the Supreme Court decision not to review the ClubLink case, and we understand how disappointing this is for the residents of Kanata Lakes. We want to assure residents that we will continue to use all the tools at the City’s disposal to ensure the commitment made to the community in 1981 is upheld. The City’s position is clear: we will not grant any of the easements that would be necessary for the site’s development. Furthermore, we will work with the National Capital Commission (NCC) to ensure they support the City’s decision. We are committed to saying yes to responsible development throughout Ottawa, but for many reasons this project does not meet that standard. We look forward to hearing from the community as we assess the City’s next steps and continue to work together with the community in their best interests.

Following the decision, Stuart Huxley, the City’s Solicitor, sent out a memo that you can read at City’s Application for Leave to Appeal to the Supreme Court of Canada.

You can also see the Kanata Greenspace Protection Coalition’s response following the decision at Supreme Court dismisses City application.

I wanted to provide this information to you as soon as I could and will be providing more information in my bi-weekly newsletter that comes out tomorrow.

Most important of all, do not lose hope. There is a lot more to come regarding this case.

Councillor Curry
