This past spring, Council approved the Safe Access By-law (No. 2026-215) which allows eligible property owners and operators to apply for a safe access zone around their property. We’ve been working closely with our partners in By-law and Regulatory Services and Ottawa Police Service and would like to remind you that come August 1, the Safe Access By-law comes into force.
New Safe Access Zone Application Now Available
Property owners and operators of eligible properties may now apply for a safe access zone. The link to the new application, including information on eligibility and details about conditions related to a safe access zone has been posted to ottawa.ca/safeaccess.
We will be contacting owners and operators who have previously expressed interest and provide information about the application process.
About Safe Access Zones
Safe access zones are intended to help ensure people can safely access certain facilities without interference or obstruction. If approved, the safe access zone would create a 50-meter perimeter around walkways and driveways that provide access to the facility. Facilities within established safe access zones will be marked by signs.
Owners and operators of the following eligible facilities may apply:
- Places of worship
- Schools
- Childcare centres
- Community Health Centres
- Residential care facilities
- Hospitals
A safe access zone remains in place for one year. After that period, owners or operators may choose to submit a new application.
The following activities are prohibited within a safe access zone:
- Participating in activities that obstruct, delay or discourage people from accessing the facility
- Blocking, interfering or impeding vehicles entering or leaving the property
- Engaging in certain behaviours, such as discharging fireworks or participating in a demonstration that impedes access to the building.
Additional information, including a complete list of prohibited activities and the locations of facilities with established safe access zones, will be available at ottawa.ca/safeaccess.
